Communication from the City Manager and Chief of Police with a Request to APPROVE an AGREEMENT with FLOCK SAFETY, INC., for Access to a License Plate Recognition Video Database.

BACKGROUND: Flock Safety, Inc. is an industry leader in the Automated License Plate Recognition (ALPR) industry, with over 1000 Cities in the US utilizing its ALPR technology. Flock Safety ALPR cameras deployed in the field are able to utilize AI and ALPR technology to not only capture license plate information, but also the make, model, color and other pertinent data about the vehicle captured. These recording are stored in Flock's web database, which is shared among cities nationwide. Flock's web database can provide agencies with automated alerts regarding suspect vehicles. The City of Peoria Police Department is currently working with Flock Safety, Inc. on the design of a local ALPR camera network deployment in some of its highest crime areas. Prior to deployment, the Police Department is requesting to enter into an agreement, or Memorandum of Understanding, with Flock Safety, Inc. to access its "Flock Service" database and dashboard free of charge to utilize the service as an additional investigative tool.
FINANCIAL IMPACT: The City of Peoria is under no financial obligation by entering into this Agreement with Flock Safety, Inc.
NEIGHBORHOOD CONCERNS: There are no neighborhood concerns identified at this time
IMPACT IF APPROVED: The City of Peoria Police Department investigators will gain invaluable access to an additional investigative tool to help them solve crimes which occur within the City.
IMPACT IF DENIED: If denied, the City of Peoria will not be able to access the Flock Service dashboard and will not have access to possible valuable investigative information.
