Communication from the City Manager and Human Resources Director with a Request to APPROVE and AUTHORIZE the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT Between the City of Peoria and the Four (4) LABOR UNIONS (TEAMSTERS LOCAL 627, LABORERS LOCAL 165, CARPENTERS LOCAL 237 and PAINTERS LOCAL 157) that Comprise the Multi-Union Agreement to Cover the Period from December 1, 2021, through November 30, 2023.

BACKGROUND: Representatives of the City of Peoria and the four (4) labor unions of the Multi-Union Agreement negotiated and agreed to a three-year extension on the existing contract. The Unions involved represent forty-two (42) employees in the Traffic, Operations, Facilities and Equipment Divisions of the Public Works Department, and two (2) employees at the Fire Department.

The Union membership ratified the tentative agreement on November 3, 2021. The major provisions of the Agreement include:

* Term of agreement - 3 years
* December 1, 2021 - 2% general wage increase.
* December 1, 2022 - 2% general wage increase.
* December 1, 2023 - 2% general increase.
* RHS: Increase to the retiree health savings contribution from $10 to $20 per pay.
* Cash Bonus: The City will provide a $625 cash bonus, annually.
* Residency: The Union will drop their current grievance in return for the City agreeing to the past calculation for the residency reduction. At the end of the contract, the language will expire and new language will dictate how it is calculated in the future.

FINANCIAL IMPACT: Funding for increases is allocated in current budget.

IMPACT IF APPROVED: Provides opportunity to make long-range budgetary plans regarding personnel costs and provides labor stability

IMPACT IF DENIED: No agreement with the four (4) labor unions involved will exist. Additional negotiations will ensue. The potential remains for a work stoppage to occur.
