Communication from the City Manager and Public Works Director with a Request to APPROVE the LOW BID of KNAPP CONCRETE CONTRACTORS, INC., in the Amount of $461,006.00, and Award a CONTRACT for the SPRING LANE and ORCHARD LANE PROJECT, with an Additional Authorization of $46,100.00 (10%) for Contingencies, for a Total Contract Authorization of $507,106.00. (Council District 5)

BACKGROUND: Spring Lane and Orchard Lane are residential streets in the Ravinwoods Subdivision. The subdivision streets were originally constructed in the 1940s with roadside ditches and culverts to carry stormwater runoff. The roadside ditches and culverts no longer function and significant flooding has plagued the residential properties on these streets.
The improvements will construct roadside ditches, install new driveways culverts, install new storm sewer pipe and inlets, replace driveway pavement, and restore disturbed lawn areas. The improvements are within existing right of way with the exception of the outfall pipe. A permanent easement has been obtained on the property at 10206 N. Spring Lane for the storm sewer outfall pipe.
The contract specifies the work is to be completed between April 1 and June 1, 2022. The April 1 start date is to allow time for utility companies to relocate their facilities before construction begins.
Bids for the Spring Lane and Orchard Lane project were advertised in the Peoria Journal Star and on the City's website. Bids were opened on November 16, 2021, with three (3) bids received, as follows:
