Communication from the City Manager and Public Works Director with a Request to APPROVE the Following for VARIOUS ENGINEERING SERVICES:
A. The Second Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with AKRF, INC., in an Amount Not to Exceed $325,000.00; and,
B. The Second Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with CRAWFORD, MURPHY & TILLY, in an Amount Not to Exceed $650,000.00; and,
C. The Third Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with FOTH INFRASTRUCTURE & ENVIRONMENT, LLC, in an Amount Not to Exceed $250,000.00; and,
D. The Second Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with HANSON PROFESSIONAL SERVICES, INC., in an Amount Not to Exceed $2,100,000.00; and,
E. The Second Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with HUTCHISON ENGINEERING, INC., in an Amount Not to Exceed $150,000.00; and,
F. The Second Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with MAURER-STUTZ, INC., in an Amount Not to Exceed $150,000.00; and,
G. The Second Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with MIDWEST ENGINEERING ASSOCIATES, INC., in an Amount Not to Exceed $1,150,000.00; and,
H. The Second Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with MILLENNIA PROFESSIONAL SERVICES OF ILLINOIS, LTD, in an Amount Not to Exceed $250,000.00; and,
I. The Second Amendment to the MASTER PROFESSIONAL SERVICES AGREEMENT with TERRA ENGINEERING, LTD., in an Amount Not to Exceed $1,000,000.00.

BACKGROUND: On December 22, 2018, Council approved Master Services Agreement (Item No. 18-369) with nineteen consultants. These agreements originally were to last until December 31, 2021. In 2021, Public Works extended the Master Service Agreements (MSA) with these consultants for one year, through December 31, 2022 (Item No. 21-101). The consultant agreed to hold their prices in 2022 to the 2021 rates.
Public Works reviewed the Community Investment Plan (CIP) projects and identified the consultants that need additional funds applied to their limit in order to continue work through 2022. The other consultants have enough funds in their limits to accomplish currently identified work through 2022 and need the duration of their contracts extended.
The MSA consultants have been providing design engineering, construction engineering, surveying, and other professional services to the City. Two of the MSA firms (Millennia and Infrastructure) are minority businesses and three of the master service agreement firms are women owned business (Hermann, Prairie and Terra). After this amendment is approved the MSA will be at 14.0% minority and 14.0% women owned businesses.
FINANCIAL IMPACT: Funding for the Work Orders under the Master Service Agreements will come from projects identified in the Community Investment Plan (CIP) or operations funds as we have on past.
NEIGHBORHOOD CONCERNS: This Contract extension will enable the City to continue to be responsive to citizen concerns.
IMPACT IF APPROVED: Staff can issue work orders to continue using master services agreement consultants for professional services
IMPACT IF DENIED: Staff will not be able to issue work orders to continue using master service agreement consultants for professional services.
