KNOXVILLE AVENUE (Parcel Identification No. 14-16-451-015), Peoria, IL. (Council District 3)

BACKGROUND: The applicant and property owner, Brandon Martin requests to obtain a special use to use an existing single-family dwelling as a short term rental. Renting all or part of a dwelling to transient guest(s) for a period less than thirty (30) consecutive days is considered a short term rental. The applicant owns and resides in the property immediately to the south.

The dwelling has three bedrooms. The proposal is to allow up to 6 guests. Off-street parking is provided in the two-stall attached garage. The driveway surface is gravel material. The applicant requests a waiver from district regulations to allow the continuance of the gravel driveway surface. Staff does not support the waiver, see recommended condition number 1 regarding the driveway.

The property is not in a defined neighborhood association. The Unified Development Code stipulates no more than 4 special use short term rentals within a 0.25 mile radius of the property. If approved, this would be the first special use Short Term Rental in this area.

The Planning & Zoning Commission found that the request, in case number PZ 703-2022, met the Findings of Fact and voted 3-1 (with 1 Abstention) to approve the request, not including the requested waiver, and subject to the parking plan and the following conditions:
1. The driveway shall be replaced with an all-weather, dustless surface such as asphalt or concrete. Any work in the right-of-way requires a permit from the Public Works Department.
