Communication from the City Manager and Director of Public Works with a Request to APPROVE and Direct the City Manager to Execute an AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT), in the Amount of $31,001.00, Plus Contingency, for the City's Participation in the STATE SECTION D4 MAST ARM REPLACEMENT 2022 at IL 40 (KNOXVILLE AVENUE) and W. PIONEER PARKWAY, IL 40 (KNOXVILLE AVENUE) and W. DETWEILLER DRIVE, and IL 116 (LINCOLN AVENUE) and SW. JEFFERSON AVENUE. (Council Districts 1 & 5)

BACKGROUND:
The Illinois Department of Transportation (IDOT), in order to facilitate the free flow of traffic and ensure safety to the motoring and pedestrian public, is desirous of modernizing existing signal installations by installing new traffic signal mast arms, poles, signal heads, concrete foundations, underground conduit, luminaries, and by performing all other work necessary to complete the improvement in accordance with the approved plans and specifications. The City is desirous of the improvements which will be an immediate, permanent benefit to the motoring and pedestrian public.
IDOT has agreed to make the surveys, prepare plans and specifications, receive bids and award the contract, furnish engineering inspection during construction and cause the improvement to be built in accordance with plans, specifications and contract. IDOT has also agreed to pay for all construction and engineering costs, subject to reimbursement by the City, as stipulated.
The City will provide partial funding for this project. Please note that all costs are estimated. The City will be responsible for actual costs of the constructed items, except for traffic signal amounts, which may total up to 125% of the estimated amount.
Traffic signal improvements will be made at the Joint City/State owned traffic signals at IL 40 (Knoxville Ave) & W Pioneer Parkway, IL 40 (Knoxville Ave) & W Detweiller Dr, and IL 116 (Lincoln Ave) & SW Jefferson Ave....
