Communication from the City Manager with a Request to APPROVE an INTERGOVERNMENTAL AGREEMENT Establishing the PUBLIC HEALTH EQUITY FUND, Between the City of Peoria, PEORIA COUNTY, and the PEORIA COUNTY BOARD OF HEALTH.

BACKGROUND: In 2021, the Peoria County Board and the Peoria City Council approved allocating American Recovery Plan Act (ARPA) funding towards addressing health inequities within our communities. With the establishment of the Public Health Equity Fund (PHEF), shared funding from both Peoria County (“County”) and City allows for intentional investment in improving social determinants of health.
The IGA establishes the creation of the PHEF to support sustained and integrated improvements using evidence-based practices, agreement on criteria for eligible grant opportunities that are eligible within the Department of Treasury’s guidance and support the Peoria City/County Health Department’s role in providing administrative oversite of the PHEF.
The Peoria Health Equity Fund (PHEF) is focused on intentionally investing in the process of improving equity. Equity in not an outcome but rather an operational method in creating thriving communities. By investing in equity processes expected outcomes include:
• Sustained and integrated improvements in health outcomes
• Ability to re-invest funds towards additional processes.
• Build capacity and skills to continuous assess equity and improve programs
• Quicky and directly impact people and neighborhoods that have experienced adversity
• Support data-driven identification of resources
The funding would focus on the social determinants of health:
• Education Access and Quality
• Economic Stability
• Healthcare Access and Quality
• Neighborhood and Built Environment
• Social and Community Context
FINANCIAL IMPACT: The City would contribute $600,000 of American Rescue Funds annually through 2025, coupled with a similar contribution from Peoria County.
NEIGHBORHOOD CONCERNS: Focusing on the social determinants of health has a neighborhood focus.
IMPACT IF APPROVED: Funding would be set aside for the program and the intergovernmental agreement would be executed.
IMPACT IF DENIED: The funding would not be allocated for this purpose.
ALTERNATIVES: Council could direct staff to negotiate modifications to the agreement.
