Communication from the City Manager and Director of Public Works with a Request to APPROVE the Low BID of STARK EXCAVATING, INC. in the Amount of $248,719.00, and Award the CONTRACT for the PEORIA SIMANTEL PROPERTY- PARK AREA DEVELOPMENT PROJECT, with an Additional Authorization of $24,871.90 (10%) for Contingencies, for a Total Contract Authorization of $273,590.90. (Council District 3)

BACKGROUND: The project is the remediation of environmental conditions as part of a LAWCON grant agreement that resulted in the construction of the Riverplex building and site development. The property owned by the City of Peoria and informally described as the Simantel property (the former property owner) will be reconstructed as an open park space along the Illinois River shore. With the river shore on one side and the Rock Island Trail on the other side, the park area will provide a new and unique opportunity for Peoria residents and visitors to the community. The project will remove dumped debris and unsightly vegetation, add topsoil, turf seeding, natural landscape grasses, a walking path, and parking spaces.

Stark Excavating is a Central Illinois based contractor that has successfully performed work for Peoria in the past. Stark proposes to subcontract with Central Landscaping, a Women Business Enterprise (WBE), to perform 4.9% (5% goal) of the project value. Stark contacted eight Minority Business Enterprise (MBE) firms about subcontracting opportunities and received one bid for construction layout. That bid was not accepted because the price was too high in comparison to other bids.
