(Council District 3)

BACKGROUND: On December 15, 2020, the City Council approved a Consent Decree with the United States Environmental Protection Agency (USEPA) and the Illinois Environmental Protection Agency (IEPA) to remediate Combined Sewer Overflows (CSOs) (ref. item 20-303). This mandate requires that a state supplemental environmental project (SEP) be completed. Per the Consent Decree, the SEP shall consist of stream and gully restoration within Turkey Creek and Springdale Cemetery to reduce stream erosion.

This project was undertaken in connection with the settlement of an enforcement action taken by the Illinois Attorney General and the Illinois Environmental Protection Agency for alleged violations of the Illinois Environmental Protection Act and regulations promulgated thereunder.

Bids for the Springdale Creek Streambank Stabilization project were advertised in the Peoria Journal Star and on the City's website. Public Works received bids on May 3, 2022, with three bidders submitting.
