BACKGROUND:
As part of the construction of the new OSF Cancer Center, the relocation of a 60-inch diameter combined sewer main was required. The City of Peoria is requesting from the property owner a permanent easement at the following property to construct, reconstruct, repair, maintain, and operate an enclosed combined sanitary sewer and manholes as necessary.

A. PIN 18-04-260-023

The City of Peoria will own this sewer, but the Greater Peoria Sanitary District (GPSD) will operate and maintain it on behalf of the City of Peoria. During design, GPSD and the City approved the new alignment subject to this easement. The new sewer depth varies from 10' to 40'. GPSD's specification states that sewers greater than 24' deep must have a minimum easement of 50' wide. This easement does not meet the minimum width at the following locations:
A. The easement will be as narrow as 40' wide along an unnamed internal road west of N Missouri Ave, due to the south edge of the new parking garage footing.
B. The easement will be as narrow as 24' wide along N Missouri Ave between E Armstrong Ave and the unnamed internal road due to the west edge of the new stormwater vault and the east edge of the new parking garage footing.
C. The easement will be as narrow as 42' wide along N Missouri Ave between the unnamed internal road and NE Glen Oak Ave, due to the exterior building wall near the new proton vault.
A variance is requested to permit the maximum allowable easement, while not meeting the full width required. The City and GPSD agreed to allow construction of the new sewer to proceed before this easement was secured. OSF will not be permitted to connect to the sewer until the easement has been granted.
