Communication from the City Manager with a Request to RECEIVE and FILE a DISCUSSION on the 2023-2027 AT-LARGE COUNCIL COMPENSATION.

BACKGROUND: 

50 ILCS 145/2 and 65 ILCS 5/3.1-50-5 and 10 provides for elected officials compensation to be set at least 180 days before the beginning of a new term.  Compensation may not be increased or decreased during an elected official’s term.

 

For the At-Large Council Members that will begin their terms on May 9, 2023, their compensation must be set no later than November 10, 2022.

 

The City has compiled a compensation survey from the 15 most populous cities in Illinois, outside of Chicago.  That survey indicates the annual salary as well as any other benefits provided to council members.

 

Staff respectfully requests that Council review the information, discuss and consider a potential salary and benefits that it may wish to account for future at-large counsel members and provide direction so that an ordinance setting said salary and benefits can be brought back at a later date but prior to the deadline.

 

 

FINANCIAL IMPACT: Compensation must be included in the 2022 budget and for future years.
