BACKGROUND: In the fall of 2018, one of the combined sewer overflow (CSO) outfall pipes failed at the river's edge, compromising the adjacent railroad tracks. City crews were mobilized to televise the pipe; however, our equipment was not adequate to complete the task. Cleaning and televising all the CSO outfall pipes is a multi-year project that will allow us to be better prepared to address the potential issue before they occur thus saving money long term.

The Greater Peoria Sanitary District (GPSD) has been providing operation, maintenance, repair, replacement, improvement, and management of the sewer system owned by the City under an intergovernmental agreement dated December 18, 1990.

Project plan documents for the initial phase of cleaning and televising the City's CSO outfall pipes were prepared in conjunction with a current, similar GPSD project. GPSD advertised the project and received bids on September 6, 2022.

The bid for the City's portion of the project is below:

The Engineer's estimate for the project is $387,240.00.

National Power Rodding has extensive experience cleaning and televising sewers for GPSD. They are also currently working on a sewer cleaning and televising project for GPSD.

Staff recommends increasing the low bidder's contract to $272,202.50 to accommodate a contractually allowed 25% increase in contract value to allow more of the City's outfall pipes to be cleaned and televised at this favorable bid price.
