BACKGROUND: The City has awarded a Storm Sewer Repair Contract since 2010. These types of repairs typically require heavy equipment and specialized techniques that commercial contractors can provide. This annual contract has eliminated the delays experienced waiting for the designing, bidding, letting, and Council approval of individual contracts for each repair project. The repairs are designed "in the field" and paid based on the time and materials bid.

City Council approved a contract with JC Dillon (Item No. 22-046) at the February 8, 2022, City Council Meeting. The original contract value was $1,000,000 and the completion date was February 14, 2023. The original contract allows for up to two annual extensions. This is the first annual extension.

JC Dillon is a local business that has successfully performed numerous projects for the city. JC Dillon completed the Drainage Repair Contract from 2019 to 2021 with a 26.6% minority workforce (18% goal) and 0% female workforce (3% goal). They are using two local MBE subcontractors and one local WBE subcontractor on the current contract.

FINANCIAL IMPACT: Funding for the Change Order will come from projects identified in the 2022 CIP and 2023 CIP. $350,000 will be obligated from the 2022 Stormwater Infrastructure Improvement project (O2215) and $1,000,000 will be obligated from the 2023 Drainage Repair Program.
