BACKGROUND: The former Harrison School site has sat abandoned for over a decade. The scope of the project requires skilled and experienced contractors to oversee the abatement of hazardous materials, demolish the structure and restore the property to greenspace.

Council at its January 10, 2023, meeting approved a contract award to Dore & Associates, Inc. to complete the remediation and demolition work at the former Harrison School site. Staff was later informed by the selected contractor that it was was unable to meet the local and federal regulations in the contract and withdrew.

Four (4) completed proposals were received for the Harrison site, with each scored on the contractors' qualifications, experience, availability to complete the work on schedule, and price. The proposals were scored by three staff members and the project's engineering consultant.

Green Demolition Contractors, Inc. (Chicago, IL) submitted a bid for the project that scored closely with the top bidder. The contractor was previously awarded the contract for the former McKinley site demolition and has indicated a willingness to take on both projects with no extension to the timeline to complete the work on the long-awaited demolition.

FINANCIAL IMPACT: The City of Peoria budgeted $3,000,000 for the project. (This also includes McKinley School.)

NEIGHBORHOOD CONCERNS: There is a continued need for additional resources to mitigate blighting influences, such as abandoned and vacant properties, in our community's neighborhoods.
