BACKGROUND:
Local non-profit organizations have expressed an interest in hosting fundraisers and other special events with alcoholic liquor. These events are generally authorized by a Class F or Class H temporary liquor license. However, some smaller non-profit organizations have been deterred by the financial burden of license fees associated with the City of Peoria's temporary liquor licenses. For instance, the Class F temporary liquor license costs $150.00 for each one-day event. Class F licensees may hold up to fifteen (15) days of events in a 12-month period.

The proposed ordinance would create the Class NP liquor license as an alternative temporary liquor license with limited issuance to non-profit organizations designated under Section 501(c) of the Internal Revenue Code. The license class would allow up to six (6) days of events in a 12-month period. All events with alcoholic liquor would be subject to the prior approval of the Local Liquor Commissioner and would have to occur indoors in non-residential locations. The license fee would be $150.00 for the first day and $50.00 for each of the five additional days authorized by the license class. In comparison to a Class F license, the Class NP would allow non-profit organizations fewer events at a reduced cost (with license fees of $400 for six events under the Class NP versus an existing Class F imposing license fees of $900 for six events).
