BACKGROUND: The City of Peoria Community Development department submitted an application to IHDA in late 2022 for a competitive grant from the Home Repair and Accessibility Program (HRAP). The program provides home repairs to low and very low-income households in connection to health, safety, energy efficiency, or accessibility or roof repair or replacement.

The City was awarded $300,000 in grant funds from IHDA to support roof repair or replacement to approximately twelve (12) single-family homes within the city. Roof repairs are cost prohibitive to low and very low-income households. The repairs will allow for the homeowners to remain in their homes and improve the condition of the house.

The city offers the yearly roof program using Housing and Urban Development (HUD) funding, but the applicants outstrip the available funding and the HRAP funding can help more households get the support they need.

To qualify for the program the applicants must meet have income at or below 80% AMI with preference given to those that are below 50% AM, and the participants must live in the home for three (3) years after the repairs are complete.

If approved, the funds are expected to be available March 15, 2023, and must be spent by March 15, 2025.
