Communication from the City Manager and Chief of Police with a Request to APPROVE a SOLE SOURCE AGREEMENT with FLOCK SAFETY, INC., for an Additional Forty-Three (43) License Plate Recognition Cameras. (Requires 2/3 Vote of Council Members Voting - No Less Than 6 Votes)

BACKGROUND: Flock Safety, Inc. is an industry leader in the Automated License Plate Recognition (ALPR) industry, with over 1000 Cities in the US utilizing its ALPR technology. Flock Safety ALPR cameras deployed in the field can capture license plate information and the make, model, color, and other pertinent data about the vehicle captured. These recording are stored in Flock’s web database, which is shared among cities nationwide. Flock’s web database can provide agencies with automated alerts regarding suspect vehicles or stolen vehicles. The City of Peoria Police Department has been under contract and utilized 16 Flock Safety ALPR cameras since February of 2022. The data collected from these cameras has assisted police in solving numerous crimes, locating missing individuals, and locating stolen vehicles. The Police Department believes the additional cameras will further efforts to make The City of Peoria a safer community.
FINANCIAL IMPACT: The first year of the agreement and all camera install fees would be approximately $124,150.00. This would be paid in full using Department of Commerce and Economic Opportunity (DCEO) grant funds. The DCEO grant allocates $125,000 for this project. The City of Peoria would be under a financial obligation of approximately $102,000.00 for the following contract year, assuming the DCEO grant Peis not renewed. At this time there is potential for this grant to be renewed in 2024. The remaining $850.00 from the 2023 grant funds will be put towards the 2024 contract cost.
NEIGHBORHOOD CONCERNS: There are no neighborhood concerns identified at this time.
IMPACT IF APPROVED: The City of Peoria Police Department will continue to utilize ALPR data with the assistance of the additional cameras. This will continue to assist with investigations, help solve crimes, and recover stolen vehicles.
IMPACT IF DENIED: If denied, the City of Peoria will only be able to access data provided by the current cameras and will not have access to possible valuable investigative information that would be provided by the additional cameras.
