CULLINAN & SON for the GALE AVENUE (FROM UNIVERSITY TO SHERIDAN) MILL AND OVERLAY PROJECT, in the Amount of $1,046,095.40, with an Additional Authorization of $104,604.60 (10%) for Contingencies, for a Total Amount of $1,150,700.00. BACKGROUND: Public Works reviewed streets throughout the city and identified Gale Avenue between University Street and Sheridan Road as a candidate for mill and overlay. Mill and overlay means that the existing asphalt pavement will be removed and new asphalt pavement will be placed. Gale Ave is a school bus route with a PCI between 62 and 65. In addition to the improved pavement condition, the sidewalk ramps at the intersections will be updated to meet ADA guidelines. This includes improving the intersection of Gale/Broadway/Nebraska where crosswalks have been striped, but ramp improvements had not been previously completed.

 

The plans and specifications were prepared by Hermann & Associates, LLC. The Advertisement for Bids for this project was published in the Peoria Journal Star and on the City’s website. Public Works opened Bids on March 2, 2023, with 1 bid received.

RA Cullinan is a local business that has successfully performed work for the city in the past.

 

The subcontractor utilization statement submitted by the RA Cullinan proposes that the company will be utilizing the following:

                     MBE subcontractors: Lizz Trucking (0.80) for trucking and Precision Pavement Marking (1.47) for striping for a total of 2.27% of the total contract amount The City’s MBE goal is 10%.

                     WBE subcontractors: C&G concrete for concrete work (24.84), Kelley Iron works (0.39) for handrail, JD Traffic (0.54) for traffic control and CJL Landscaping (1.26) for landscaping work for a total of 27.03% of the total contract amount The City’s WBE goal is 5%.

 

On a past project Prospect Road Mill & Overlay, the contractor’s minority and female workforce utilizations were 14.54% minority (18% goal) and 13.09% women (3% goal).

 

Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.

 

 

FINANCIAL IMPACT:  The project is funded through the Community Investment Plan Project Gale Avenue from University to Sheridan Mill and Overlay, project number R2202 ($940,335) and Sidewalks and ADA Ramps Projects, project number S2301 ($210,365.00).

 

NEIGHBORHOOD CONCERNS:  Roads in good condition are a benefit to the neighborhood. 

                     

IMPACT IF APPROVED: The project will be awarded and completed in summer 2023.

 

IMPACT IF DENIED:  The project will not be constructed, and Gale Avenue’s condition will continue to decline. The CIP project will be deferred or canceled. If deferred, the construction costs are likely to increase.

 

ALTERNATIVES:  As Council directs.
