Communication from the City Manager and Corporation Counsel with a Request to ADOPT an ORDINANCE to Make TEMPORARY AMENDMENTS to CHAPTER 18 (Licenses) Reducing Fees, Allowing Additional Locations in ARTICLE XVII (Mobile Food Vehicles), and Reducing Fees in ARTICLE XII (Street and Sidewalk Vendors) of the CODE of the City of Peoria.

 

Body

BACKGROUND:  The City of Peoria issues licenses for both sidewalk vendors (pushcarts and sidewalk stations) as well as mobile food vehicles (food trucks). During 2020 and 2021 the City received limited (or no) applications for these two license categories. These vendors have been noticeably absent in the Downtown Business Area. In May of 2022 the City took steps to eliminate the license fees for pushcarts and food trucks as well as provide for additional locations for food trucks. Even with these steps, the City did not see these vendors return to the Downtown.

 

The attached Ordinance would waive fees for the food carts/trucks for 2023. It would also allow food trucks to operate at two additional locations: the entire souths side of the 300 block of Hamilton (as opposed to just the southwest side) and the west side of the 100 block of N.E. Adams.  Location restrictions were previously put in place to ensure competitive fairness with the pushcarts. As no pushcarts have returned to the Downtown area, there is no justification for preventing food trucks from operating in these locations.
