BACKGROUND: In 2015, the Public Works Department changed parking on Fulton Street, from Monroe to Jefferson, and on Monroe and Madison, from Main to Fulton from forward-facing parking to reverse diagonal parking (Item No. 15-323). During discussions for Budget Year 2023, the City Council expressed the desire to revert the parking to forward-facing. Staff has determined this can be accomplished via this amendment and the Operations Division staff, which are currently preparing the routes for the surface treatment, which is the first step in the overall process outlined below. The bid opening for the citywide slurry seal is 1 June. Accordingly, staff expects the conversion to be completed during the fall of this year.

Reverse Diagonal Parking conversion to forward-facing will require the following activities:

* Pavement patching by Public Works employees,
* Pavement Slurry Seal to improve the road surface and cover up the existing striping by a Contractor,
* Restriping by Public Works employees, and
* Turning the parking meters by Parking Enforcement employees (Police).

FINANCIAL IMPACT: The slurry seal will be part of this year's Pavement Preservation Project and will be paid for with Downtown Conservation TIF funds. No direct financial impact is expected from the parking change.

NEIGHBORHOOD CONCERNS: None expected from the parking change.
