Communication from the City Manager and Chief of Police with a Request to APPROVE the PURCHASE of Two (2) Crisis Intervention Vehicles (Ford Transit Long EL 350) from MACQUEEN EMERGENCY, in the Amount of $564,934.00.

BACKGROUND: In April of 2023, the City of Peoria received notification of awarded funding to create the Co-Response Unit, in the amount of $3,068,000.00. This Co-Response unit has been over a year in creation, with collaboration by various stakeholders in the city. Within the Co-Response unit, two crisis intervention vehicles are included, with a combined purchase price of $564,934.00.

The crisis intervention vehicles will be utilized by the Co-Responder Unit on various calls where a person may be in crisis or has taken an individual(s) hostage. The vehicles are both Ford Transit Long EL 350, HD DRW, High Roof Extended Length Cargo Vans that are equipped with electronic equipment to assist with negotiations. Both vehicles will be utilized as crisis intervention/mobile health check-in vehicles. Both vehicles will be deployed throughout the city of Peoria.

The Crisis Intervention Vehicles will be the central hub for all communications with the person(s) in crisis. Said vehicles may also be utilized for interviews of crime victims and witnesses. This provides for a non-traditional space for interviews and will aid in the comfort and future healing and mental well-being of those impacted by such events. These vehicles can also be deployed in non-emergency situations and used as "mobile" therapy units by the social workers. Social workers can take these to community events, or simply spend a day at a community center and provide services using these vehicles, guaranteeing privacy and intimacy.

FINANCIAL IMPACT: The cost of the unit is $564,934.00 and will be purchased using Co-Response unit grant funds.
