Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of HOROWITZ CONCRETE COMPANY, and AWARD the Construction CONTRACT in the Amount of $169,755.30 with Additional Authorization of $24,307.38, for the Total Award of $194,062.68, for the 2015 SIDEWALK IN NEED OF REPAIR PROJECTS.

BACKGROUND:
The Sidewalk in Need of Repair (SINR) Program projects will follow the City's approved ADA Transition Plan by implementing the Sidewalk and ADA Ramp improvements that are included in the Plan. High priority is given to areas approaching schools in the ADA Transition Plan. Work in 2015 will focus on sidewalk and ADA curb ramp needs that lead to or are adjacent to Trewyn School on portions of Folkers Avenue, W Starr Street, and W Latrobe Street. (Refer to the attached sidewalk-rating GIS map for the limits of the Project.) The improvement consists of removal and replacement of sidewalks, installation of designated curb ramps, and adjustments to match driveways and steps to the new sidewalks in the contracted area.

The contract area was chosen by coordinated efforts between the Public Works and Community Development Departments. The GIS inventory of the sidewalks and ADA Ramps was used to assist in this process. After Council's award of this inventory contract to Tri County Regional Planning Commission on June 26, 2012, the data became available for 2013 through 2015 SINR dedication areas. In addition, Staff will utilize these unit prices to address necessary 2014 SINR repairs along Hayes Street, two blocks away from this work. CSO mitigation will be assisted with that work, which includes some pervious sidewalk to align with CSO infrastructure. 2014 SINR remaining funding will be utilized for this work in the contingency authorization requested.

Bids for the project were advertised on March 12th and 13th, and five bids were received on April 1st, 2015, as follows:
