TEAM, in the Amount Not to Exceed $500,000.00, for Engineering Services for the NORTH UNIVERSITY STREET from PIONEER PARKWAY to TOWNLINE ROAD PROJECT. (Council District 5)

BACKGROUND: The City has received approximately $2 million in funding from an Economic Development Program (EDP) grant and has applied for approximately $2 million in funding from an Economic Development Administration (EDA) grant to fund the project. If the funding from EDA is approved, the City would begin design of the project. The EDA requires a project specific Request for Qualifications to select the engineering team.

A Request for Statements of Interest and Qualifications for the proposed project was advertised in the Peoria Journal Star and on the City of Peoria web site. Submittals were accepted May 25, 2017 with six (6) companies submitting. The companies were AMEC Environmental & Infrastructure, Inc.; Christopher B. Burke Engineering; Herman & Associates, LLC and Hutchinson Engineering, Inc. team; Maurer- Stutz; Midwest Engineering Associates, Inc.; and Milan & Grunloh Engineers, LLC.

The selection team included Public Works Director Scott Reeise, City Engineer Bill Lewis, Traffic Engineer Nicholas Stoffer, and Civil Engineer Andrea Klopfenstein. The selection criteria included technical qualifications; quality and experience on past projects; project approach, schedule, and communication; fee structure; and other.

The selection team met to discuss the results and, after deliberation, the selection committee agreed by consensus that the best team would be the Herman & Associates, LLC and Hutchinson Engineering, Inc. team.
