BACKGROUND: Public Works is continuing the Pavement Preservation Program to preserve roads in good condition, in order to prolong their lifespan and delay costly major reconstruction projects. The slurry seal is an asphalt emulsion spread on a paved surface that extends the life of the pavement.

Public Works prepared the contract specifications and advertised the project for bids. On June 15, 2017, bids were accepted and opened, with one bidder submitting. There are not many contractors in this area that perform this type of specialty work.

The pavement preservation implementation project (slurry seal, sealcoating and CRF) bids were over budget. The street lists were evaluated and streets were removed from the 2017 pavement preservation list to bring the project within budget. The base bid amount for the revised sealcoating list is $295,412.00. Twelve streets were removed from the slurry seal contract, and one from the sealcoating contract. We anticipate that those streets will be funded and completed next year.

Microsurfacing Contractors, LLC is a local contractor which, during the previous two years, has performed this work for the City in a sound manner.

The Good Faith Efforts documentation submitted by Microsurfacing Contractors has been reviewed and approved by the Equal Opportunity Manager.
