BACKGROUND: The Sidewalk Participation Program supports requests from citizens and businesses that are interested in improving the sidewalk, curb, and ADA ramp infrastructure adjacent to their properties. Work under these programs includes replacing eligible defective sidewalks and curbs and constructing small in-fill areas that otherwise have sidewalk. These programs include both residential and commercial properties where they improve pedestrian safety and accessibility and can enhance economic development of an area. Sidewalk Participation is an extremely popular program, with requests typically exceeding resources. The City's share of costs for sidewalk replacement is 80%, and the adjacent property owner pays 20%. Income eligibility also assists citizens with more equitable rates if they qualify per Federal HUD guidelines.

Staff is coordinating Neighborhood-wide projects per the 2014 Policy change (14-171), which reserves 50% of construction funds until June 1st of the budget year for Neighborhood projects. To date, in 2019, staff is coordinating with a group for eight sites in Council District 3 and with another group in Council District 1.

Bids for the 2019 Sidewalk Participation Program were advertised in the Peoria Journal Star and on the City's website. Bids were opened on March 28, 2019 with three (3) bids received, as follows:
