Communication from the City Manager and Assistant City Manager/Interim Chief Information Officer for the SOLE SOURCE PURCHASE of 25 Energov Licenses, from TYLER TECHNOLOGIES INC., in the Amount of $69,825.00.

BACKGROUND: The City of Peoria recently implemented Energov. Energov is the software system in our Tyler implementation focused on management of services administered by Community Development and associated departments.
To use this software as intended eight different departments need licensing. To ensure compliance in licensing agreements we need to purchase a license for each user. To meet projected staff requirements, additional licenses need to be purchased. At current staffing projections, 20 additional “full” licenses and 5 “view only” licenses need to be added to our contract.
FINANCIAL IMPACT: Funding for the initial purchase will come out of Capital Project 4011001- 515399 E1902 ($13,671.75) and E2002 ($56,153.25). In future years, an additional annual maintenance of $12,700 will need to be added to the operating account 1011634 503312.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: Energov will be used to its fullest capabilities and as intended when purchased.
IMPACT IF DENIED: Information Systems will have to remove Energov from staff member computers to be compliant. This would cause great impact on the ability to perform required functions by all departments in an efficient manner.
