Communication from the City Manager and Chief of Police with a Request to APPROVE a TWO-YEAR CONTRACT EXTENSION for the PURCHASE of Body Armor (Armor Express) from RAY O'HERRON for the Peoria Police Officers' Duty Use.

BACKGROUND:
In July, 2016, after an extensive wear test, Peoria police officers were issued Armor Express body armor. According to the National Institute of Justice (NIJ), the effective service life of this vest is 60 months. Under this standard, currently issued body armor will expire in July, 2021.
With the expiration date of the vests approaching, the Police Department training division negotiated with our current supplier for a two-year extension of the contract with a reduction in the price. The price was reduced from $675 to $565 per vest including reducing the complete body armor package by one carrier that was redundant.
The two-year contract extension will not only provide for the replacement of the units that will expire in July but also provide for new units to be purchase at the same price for new recruits.
FINANCIAL IMPACT: Cost for the replacement of the body armor is provided in the Police Departments operating budget 1012121-5042222.
NEIGHBORHOOD CONCERNS: None.
IMPACT IF APPROVED: The Peoria Police Officers will have the equipment necessary for their protection from great bodily harm or death.
IMPACT IF DENIED: The Peoria Police Officers will not have the equipment necessary to carry out their duties as law enforcement officers in the City of Peoria.
