BACKGROUND:  The Annual Storm Sewer Repair Contract eliminates delays experienced waiting for design, bidding, letting and Council approval of individual contracts for each storm sewer repair project. Additionally, this contract provides the opportunity for Public Works to improve efficiency and responsiveness. This type of contract to make repairs to the City’s storm drainage system has been a successful and continuous practice since 2010. This program was increased in the 2022 budget to address the backlog of drainage system repairs. The types of repairs completed typically include replacing broken pipes, inlets, and manholes, stabilizing drainage pipe outfalls, and installing cured-in-place polymer/fiberglass liners in existing storm sewer pipes.  Repairs performed under this contract will be designed “in the field”. Larger and more complicated repairs that require engineering design are identified as an individual capital project.

 

Bidding documents were prepared by Crawford, Murphy & Tilly, Inc.

 

Advertisement for Bids was published on December 29th and December 30th. The following two bids were received on January 20, 2022:

The Base Bid amounts are not the contract amount.  The bid amounts are used to determine a low bidder based on estimated quantities for typical items of work for the 2022 budget year.  The actual quantities installed under each work order will be recorded and approved for payment by a city representative.  The contract award to J.C. Dillon will not exceed $1,000,000.00.

 

J.C. Dillon, Inc. is a local business that has successfully performed work for Peoria in the past.

The scope of work to be performed on this project varies from location to location and is based on time and material.  As a result, J.C. Dillon, Inc. cannot project how much subcontract work will be available. J.C. Dillon, Inc. proposes to use two local MBE sub-contractors and one local WBE sub-contractor to achieve subcontractor participation goals established by the City of Peoria. J.C. Dillon, Inc. completed the Drainage Repair Contract from 2019 to 2021 with 23.3% minority workforce hours and 0.2% female work hours. 

 

FINANCIAL IMPACT:  The project is budgeted in the 2022 Community Investment Plan as Project Number O2207

 

NEIGHBORHOOD CONCERNS: Problems due to the deterioration and failure of the storm sewer system are a concern and priority for all neighborhoods.

                     

IMPACT IF APPROVED: City drainage infrastructure will be repaired.

 

IMPACT IF DENIED: City drainage infrastructure will not be repaired. The condition of the City’s drainage system will decline.
