BACKGROUND: On December 22, 2018, Council approved Master Services Agreement #18-360 with the nineteen consultants listed above. These agreements were to last until December 31, 2021.
To save cost and effort Public Works is proposing to extend the Master Service Agreements (MSA) with these nineteen consultants for one year, through December 31, 2022. Public Works has reached out to all the consultant and asked if they would be willing to hold their prices in 2022 to the 2021 rates. All of the consultants have agreed to hold their rates, as requested. Crawford Murphy and Tilly voluntarily held their 2021 rates to their 2020 rate and will adjust their rates from the 2020 rate to the 2021 rate per the original contract, in effect holding the 2022 rate to the 2021 rate.
Public Works has reviewed the Community Investment Plan (CIP) projects and has identified the consultants that will need additional funds applied to their limit in order to continue work through 2022. Staff recommends adding the values shown above to the contracts of Foth, Hanson, Hutchinson, Maurer Stutz, and Midwest. The other consultants listed have enough funds in their limits to accomplish currently identified work through 2022 and need the duration of their contracts extended.
The MSA consultants have been providing construction engineering, surveying, and other professional services to the City. Two of the MSA firms (Millennia and Infrastructure) are minority businesses and three of the master service agreement firms are women owned business (Hermann, Prairie and Terra). After this amendment is approved the MSA will be at 16.5% minority and 12.6% women owned businesses.
FINANCIAL IMPACT: Funding for the Work Orders under the Master Service Agreements will come from projects identified in the Community Investment Plan (CIP) or operations funds as we have on past.
NEIGHBORHOOD CONCERNS: This Contract extension will enable the City to continue to be responsive to citizen concerns.
IMPACT IF APPROVED: Staff can issue work orders to continue using master services agreement consultants for professional services
IMPACT IF DENIED: Staff will not be able to issue work orders to continue using master service agreement consultants for professional services.
